The Client Wants to Rank in a City They Are Not In

Without an address there, a client won't get into another city's map pack. Organic service-plus-city pages and ads can still win those searches.

A client with no address, no Business Profile and no presence in a city will not get into that city's map pack. As of September 2026 the map pack needs a real, verifiable location there. What can work is the rest of the results page: organic results for service-plus-city searches, and ads. Those need proof, not an address. On 14 July 2026 an agency asked r/localseo exactly this. The client wants to rank in a city they aren't in, and the agency wanted to know "what actually works for this in 2026 and what have you stopped wasting time on?" The honest answer splits into those two lists.

The Map Pack Needs a Place, Not a Page

As of September 2026, Google's guidelines say a Business Profile address has to be a real location where the business operates, and mailboxes or remote mailing addresses don't qualify. The map pack is built from those profiles, ranked partly by distance from the searcher. With no profile in the city there is nothing to rank. With a profile but no real location there, you're only waiting for verification to catch up.

Owner rooms describe that catching up in detail. In February 2026 someone whose virtual-office profile was suspended, with the appeal denied, was asking whether to start again. In June 2026 another owner with a bought virtual address was stuck at video verification, which asks for signage and a real premises. In August 2026 a profile set up on a friend's address was taken down, and three verification videos were rejected.

A Second Profile "for That City" Gets Caught the Same Way

Creating a second profile for each city is the agency version of the same move. A July 2026 thread named it as the first thing to check when a service-area profile is suspended:

A lot of agencies/local SEO people set up separate Google Business Profiles for every city a client serves.

r/localseo, July 2026

The poster's advice was one profile for the area the business really covers, with the cities listed as service areas. As widening the service area changes nothing shows, listing them adds no ranking. It does keep the profile the client already has safe.

Organic Results Reward Proof You Were There

The organic results under the map pack don't need an address in the city. They need a page that deserves to rank. A practitioner who audits local sites said in July 2026 that near-identical city pages "rarely performed well". They gave five tests for when a city page is worth building:

You've completed projects there. You have customer testimonials from that area. You can share photos of your work. The services or regulations differ. You can answer questions specific to that city.

r/localseo, July 2026

If the client can't meet any of those, they have no case for that city yet. That is a useful thing to find out before spending on it.

Build Out From the City They Are Actually In

Another practitioner described in July 2026 the order that avoids a mess later. Build the site around the one city the business is really based in, win there, then add a dedicated hub for the next city with its own set of local pages. Sites that try to target a town, a city and a county from the same homepage tend to end up competing with themselves.

What to Tell the Client

  1. Say plainly that the map pack is not on the table without a real, staffed location in the city. Get it in writing so nobody tries to fake one later.
  2. Grid their money term across the target city anyway, as a dated baseline. It shows where their existing profile already reaches. See hyperlocal rank tracking across locations.
  3. Build one city page against the five tests, and only after there are jobs and reviews from that city to put on it.
  4. Run local ads for the city if the demand is worth paying for while the organic page builds.
  5. If the city becomes real revenue, open a real location and treat it as a second site. See local SEO for multi-location businesses. For the full diagnostic order, see still not in the map pack top 3.

Frequently asked questions

01Can a business rank in the Google map pack for a city it has no address in?
No, not reliably. As of September 2026 the map pack is built from Business Profiles at real, verifiable locations. Virtual offices and borrowed addresses tend to be caught at verification or later suspended.
02What works for ranking in a city you are not physically in?
Organic results and ads. A city page with real jobs, testimonials and photos from that city can rank organically, and local ads cover the map area while that page builds.
03Should an agency create a separate Google Business Profile for each city a client serves?
No. Per-city duplicate profiles are a common suspension cause. Use one profile for where the business really operates, and list real service areas inside it.
